The project envisages the creation of a specialized export terminal for liquefied petroleum gases (LPG) in the urban-type settlement of Zabaykalsk, Zabaykalsky Krai, for pipeline delivery to a railway terminal in the city of Manzhouli.

The terminal is designed to handle from 2 million tons of LPG per year. The solution allows bypassing existing technological restrictions on railway export (train groups, cover wagons, Chinese dangerous goods transport rules) and ensures a continuous, predictable supply flow.

Strategic Significance for the region and Russia as a whole
The Transbaikal LPG export terminal project is of great importance both for the Far Eastern Federal District and for Russia as a whole.
Export Stability
Creates a stable and predictable export channel. The pipeline terminal ensures continuous supply of liquefied petroleum gases without dependence on the availability of tank cars, train schedules, and restrictions of Chinese rules for the transportation of dangerous goods. Unlike railway and road transport, volumes are not limited by the size of trains or queues at the border crossing. This allows Russian producers to plan long-term contracts and reliably export up to 2 million tons of products annually.

LPG producers’ Income
Allows Russian producers to sell all volumes of gas that are currently limited by logistics. Existing railway and road routes through Zabaykalsk do not allow the export of the full potential volume of liquefied petroleum gases due to technological restrictions, a shortage of specialized tank cars, and congestion at the border crossing. As a result, part of the production either remains unsold or is directed to less profitable markets. The pipeline terminal removes these restrictions and gives producers the opportunity to additionally export significant volumes of gas, increasing revenue and capacity utilization.

Replenishment of the Budget of Zabaykalsk
Creates a new tax base as a stable source of replenishment of the budget of Zabaykalsk for the development of social infrastructure as a key transport hub.

Strengthens Russia’s Positions in the Key Energy Market of Asia
China remains one of the largest and most dynamically growing consumers of liquefied petroleum gases. Stable and predictable pipeline supplies allow Russian producers to secure their position in this market, increase their share in China’s imports, and compete with suppliers from other countries. The project reduces dependence on limited railway routes and creates a long-term export channel, which strengthens Russia’s energy positions in the Asia-Pacific region.

Complements Large Infrastructure Projects of Russian Exports
Large-scale projects for the development of border infrastructure are being implemented in the region — construction of a second railway track, modernization of the international automobile border crossing, and creation of a universal terminal and logistics complex. The LPG pipeline terminal organically fits into this system, closing the bottleneck specifically for dangerous goods. As a result, the overall export potential of the Zabaykalsk–Manzhouli direction increases, and Russian goods receive more reliable and diversified channels for entering the Chinese market.

Logistics Justification of the Project
A comparison of the pipeline terminal with railway and road transport shows clear advantages of the pipeline.
Railway Transportation
Chinese rules allow no more than 18 loaded tank cars in one train and require the formation of groups of 6 wagons with cover.
Specialized rolling stock is limited.
High competition for capacity with coal, ore, and containers.
Low predictability of timing and volumes.
Road ADR Transportation
The Zabaykalsk international automobile border crossing is chronically congested.
Even after modernization, it is not designed for regular large volumes of dangerous goods.
High cost, long downtime, and risks of supply disruptions.
Pipeline LPG Terminal
Ensures a continuous and stable supply flow.
Completely removes restrictions on the number of wagons and cover rules.
Does not depend on queues at the automobile border crossing.
Provides lower cost per ton at large volumes.
Allows concluding long-term contracts with guaranteed volumes.
CONCLUSION
At a target volume of 2 million tons per year, neither the railway nor road transport is capable of providing the required stability and scale of supplies. Railway transportation is limited by train formation rules and a shortage of specialized tank cars, while the road route is constrained by the congested border crossing.
The pipeline terminal completely removes logistical restrictions and creates a continuous, predictable, and economically efficient export channel. That is why the project is the only logistically justified solution for implementing the project at the declared scale.
